Ang dami-dami ng problema na kinakaharap ng ating mga magsasaka at isa sa dahilan ay dahil wlang nagawang “Comprehensive Countryside Development Program” at wlang nagawang “Master Pan for Countryside Development.”
The National Anti-Poverty Commission or NAPC has been tasked by law (Republic Act 8425 and Executive Order 21, series of 2011 to exercise the powers and functions of the Presidential Council for Countryside Development or PCCD.
The Presidential Council for Countryside Development (PCCD) has already been abolished sometime in 1998 but all its functions and powers has been transferred to NAPC.
Executive Order No.6, series of 1992 speaks about the creation of PRESIDENTIAL COUNCIL FOR COUNTRYSIDE DEVELOPMENT (PCCD)
Functions of the PCCD:
(a) IDENTIFY AND RECOMMEND target provinces for the implementation of an ACCELERATED COMPREHENSIVE COUNTRYSIDE DEVELOPMENT PROGRAM.
(b) INITIATE DISCUSSIONS with local government executives and private sector representatives, through the appropriate departments and agencies, for the purposes of drafting a MASTER PLAN FOR COUNTRYSIDE DEVELOPMENT in its target areas.
(c) RECOMMEND the CONCEPTUALIZATION and IMPLEMENTATION of pilot projects in priority areas in coordination with the local government units (LGUs) and non-government organizations (NGOs)
Noong ako ay Director ng NAPC, isa ito sa aking binigyan ng pansin-ang pag-draft ng concept at framework kung ano yong maging nilalaman ng Comprehensive Countryside Development Program at Master Plan at tinanggap naman ito ng NAPC Farmer sector at isinama sa kanilang major priority agenda at advocacy at naipresenta ito sa ilang high level multi-stakeholders meeting with more than 24 national government agencies at local government chief executives at nagkaruon pa ng permahan ng Covenant between national government agencies at NAPC 14 Sectoral Representatives Council pero noong nalipat ako sa DAR as Assistant Secretary ay hindi na nagtuloy-tuloy ang pagpapatupad ng mga napagkasunduan at isa sa napagpasunduan ay pagbalangkas ng “Comprehensive Countryside Development Program” at nang “Master Plan for Countryside Development.”
HANGGANG ngayong araw na ito as (Oct 30, 2022) ay wla paring nagawa na Comprehensive Countryside Development Program at Master Plan for Countryside Development.
Wlang nagawang Comprehensive Post-Harvest System- ito yong system of handling, storing, and transporting agricultural commodities after harvest. Ang pagkakaruon ng Technical activities katulad ng harvesting, field drying, threshing, cleaning, additional drying, storage, processing; ang pagkakaruon ng Economic activities katulad mg transporting, marketing, quality control, nutrition, extension, information and communication, administration and management.
Halos umabot sa 44% to 50% ng mga produkto ng magsasaka ay nabubulok nalang at wlang bumibili dahil wlang Comprehensive Countryside Development Program at wlang Master Plan for Countryside Development.
Ang malungkot na nangyayari sa kanayunan ay “bahala na system”.
Nakakalungkot na ilang dekada na ang lumipas pero hindi parin ito nagagawa kaya patuloy na nasa empyerno ang naging buhay ng ating mga magsasaka at manggagawang bukid (pastilang yawa!!!)
